Waltz, 63, dropped from the University of Illinois at 20 to enlist in the Vietnam-era US Army CounterIntelligence Corps 1967-70. Later he earned BS and MS degrees from Illinois.
He was State Capitol Bureau Chief in the mid-1970s covering then-Sen. Joe Biden, now-Sen. Tom Carper, Gov. Pete duPont, and the Delaware General Assembly. He served as adjunct faculty at three major universities, including Delaware where he did PhD coursework (no degree) in Public Policy.
Waltz served as elected CEO of the Public Relations Society of America, and he was a senior DuPont Company External Affairs executive.
