With prison beds overflowing,  Congress allowed for a provision that enables eligible incarcerated inmates to return to the community earlier, before the expiration of their sentence. For federal inmates, this is a placement to a halfway house (residential re-entry center). This is not a reduction in sentence but a return to community supervision up to 12 months prior to the expiration of the sentence.
 
On April 28, 2008, the Second Chance Act of 2007, 18 U.S.C. § 3624. was signed into law to improve the outcomes for people returning to communities from prisons and jails. This legislation authorizes federal grants to government agencies and nonprofit organizations to provide programs and services to help reduce recidivism.
 
Federal inmates may request this, but not all inmates qualify for this release method.  Certain offense history may preclude an imate from this benefit.  Not all qualifying inmates receive a Second Chance Release, as it depends on bed space at the residential re-entry center (RRC). A federal prison consultant can help with the application and placement into and RRC.
 
Bruce Cameron has helped federal inmates receive additional Residential Re-entry Center placement. Often times Home Confinement can occur during the placement. This is a blessing to have this added time to find employement and re-establish family ties.
