USPS regulations concerning Periodical class?
Expert needed on Periodicals rules especially what can be offered to induce someone to subscribe. The value is not supposed to exceed 70% of the publication's price but this is subject to interpretation. How is the value of a premium determined. In this case a nearly 400-page directory, formerly priced at $249 for at least five years, is now being offered as free and the price has been taken off this directory.
